Launch of the ICTD-ASP Initiative

The ICTD-ASP launch and follow-up meeting of the Connect Asia-Pacific Summit took place on 29–30 April 2014 at the Asian Development Bank Headquarters in Manila, Philippines. The event was hosted by the Department of Science and Technology – Information and Communication Technology Office (DOST-ICTO), Government of the Philippines.

The gathering brought together senior officials of ministries and regulators in charge of ICTs and telecommunications, senior management of private sector organisations, and representatives of international organisations. Its purpose was to formally launch the ADB/ITU ICTD-ASP initiative and to discuss implementation frameworks and projects announced by ITU and partners.

During the event, agreements and commitments were announced from Member States, international organisations, and the private sector, reinforcing the multi-stakeholder character of the platform.

Programme Highlights

The launch event featured opening addresses by senior leadership from ADB, ITU, and the Government of the Philippines, followed by a substantive session on the outcomes of WTDC-14 and the ICTD-ASP initiative.

  • Opening Session — Welcome addresses by Mr. Bindu N. Lohani (Vice President, ADB), Mr. Yeo Kwon Yoon (Executive Director, ADB), and Mr. Yushi Torigoe (Deputy Director, ITU/BDT), with an opening address by H.E. Mario G. Montejo (Secretary of Science and Technology, Philippines).
  • Session 1 — WTDC-14 outcomes and the ICTD-ASP initiative, moderated by Mr. Louis Napoleon Casambre, Undersecretary, DOST-ICTO.
  • Master of Ceremonies — Mr. Victor Lee You, Principal Knowledge Sharing and Services Specialist, ADB.

Connect Asia-Pacific Summit Follow-Up

This launch event served as the follow-up to the Connect Asia-Pacific Summit, held on 18 November 2013 in partnership with the Government of the Kingdom of Thailand and the Ministry of Information and Communication Technology (MICT) of Thailand. At that summit, ADB and ITU announced their partnership for the ICTD-ASP initiative before approximately 625 participants from 37 ITU Asia-Pacific Member States, including 7 Heads of State or Government and 30 ministers, deputy ministers, and ambassadors.
