Project Development & Implementation

The ICTD-ASP platform provides advisory support for ICT-for-development investment and prioritisation across the Asia-Pacific region. It facilitates pre-feasibility studies on high-priority ICTD investment projects, helping developing countries identify and shape viable initiatives.

Projects are selected based on established criteria, funded through coordinated mechanisms, and executed in collaboration with multi-stakeholder partners — including governments, international organisations, and the private sector.

Investment Partnership & Resource Mobilisation

The platform establishes a framework for coordination and cooperation with partners, enabling resource mobilisation to support ICT development projects. By bringing together the Asian Development Bank (ADB), the International Telecommunication Union (ITU), and other stakeholders, ICTD-ASP helps align investment with national and regional priorities.

Advisory Support

Guidance for governments on ICTD investment prioritisation, project scoping, and alignment with development goals.

Pre-Feasibility Studies

Technical and economic assessments of high-priority ICTD projects to determine viability before full-scale investment.

Multi-Stakeholder Execution

Projects carried out in partnership with Member States, international bodies, and private-sector organisations.

Information & Knowledge Sharing

The third pillar of ICTD-ASP is an information and knowledge-sharing network that connects stakeholders across the region, disseminates best practices, and fosters cross-sector dialogue on ICT for development.

About ICTD-ASP

Related Activities

The ICTD-ASP project framework was announced at the Connect Asia-Pacific Summit on 18 November 2013, held in partnership with the Government of the Kingdom of Thailand. The summit brought together approximately 625 participants from 37 ITU Asia-Pacific Member States, including 7 Heads of State or Government and 30 ministers, deputy ministers, and ambassadors.

Subsequent activities under the ICTD-ASP framework included the Asia-Pacific Regional Forum on Universal Access and Service and Broadband Deployment (25–27 March 2015, Bangkok), jointly organised by ITU, the National Broadcasting and Telecommunications Commission of Thailand (NBTC), and ADB.
