It should examine who benefits, how benefits are distributed, whether services remain affordable, and whether communities can use technology safely and confidently. Why Social Impact Needs Its Own Lens
A new connection does not automatically create development outcomes. A remote school may have internet access but lack devices, teacher training, relevant digital content, or reliable electricity. Social impact evaluation therefore needs to follow the full pathway from investment to outcome. The pathway may begin with infrastructure and affordable access, continue through digital skills and service adoption, and lead to improvements in income, learning, health, resilience, or civic participation. Each link should be tested rather than assumed.
This approach also makes equity visible. Average results can conceal the experiences of women, older people, Indigenous communities, low-income households, people with disabilities, and residents in isolated settlements. Build A Remote-Area Baseline

Time matters as well. Early gains may reflect novelty or donor-funded access, while sustained social impact depends on maintenance, affordability, institutional capacity, and local ownership. Evaluators should report unintended effects. Connectivity may support education and livelihoods, yet increase exposure to misinformation, cybercrime, surveillance, online harassment, or household financial pressure. A balanced assessment records benefits, risks, distributional effects, and the conditions that explain them.

A practical evaluation system can remain rigorous without becoming too costly or complex.
